SUBJECT:

PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD MAY 18 TO JUNE 7,1989 Enclosed is the Peach Bottom periodic status report from the NRC Restart staff at the Resident Office at Peach Bottom. The NRC restart staff inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC managemant and the public with an overview of plant activities and NRC inspection activities. Subsequent inspection reports will address many of these topics in more detail.

o-ENCLOSURE PEACH BOTTOM ATOMIC. POWER STATION STATUS REPORT-FOR THE PERIOD May 18 - June 7, 1989 1.0 Plant Status As of 8:00 a.m on June 7, .1989, the' Un'it.2 reactor is in the RUN mode at 33% power. Unit 2 is at the steady state power. level .for the 35%

NRC hold point. Unit 3 is in the refueling' mode with-the core off. loaded-into the' spent fuel pool.

12 . 0 Facility Operations Summary 2.1 Unit 2 On May 19,1989, at 7:22 a.m. , the Unit 2 reactor automatically tripped from about 20% power. The cause of the trip was a failed.

"three element / single element" control switch in the feedwater levels control system. This malfunction resulted in a low reactor water level trip. Safety systems reacted automatically to this condition and the licensee response was appropriate. Upon completion of the licensee's root cause analysis and corrective actions, Unit 2 restarted on May 21, 1989.

On May 22, 1989, the. turbine generator was started up and synchronized with the grid at 21% reactor power later that day. A malfunction in the offgas recombiner system caused the licensee to shut down the turbine generator and reduce reactor power to 5%. The licensee traced the problem to a high steam flow input combined with a restricted drain line from the offgas recombiner condenser. The licensee subsequently restarted the turbine generator and synchronized it with the grid on May 24, 1989. Successful turbine generator overspeed trip testing was completed on May 25, 1989.

Power ascension continued to 33% power on June 1, 1989. This power level is the licensee;s administrative limit for the NRC's modified Order which limits reacter power to 35%.

2.2 Unit 3 Unit 3 contir.aes in its seventh refueling outage that began October 1, 1987. Unit 3 outage work including maintenance and modification activities is in progress. Repairs to the reactor i pressure vessel manway access cover began on June 5, 1989. The L

next milestone for Unit 3 is the control rod drive exchange.

-4 3.0 ' Items'of Special Interest 3.1 On May 26, 1989, PECo headquarters in Philadelphia, PA, received two bomb threats against the Peach Bottom Atomic Power Station.

The licensee evaluated.the threats as non-credible but implemented heightened security. These measures remained in effect during the Memorial Day weekend. No further threats were received.

3.2 On May 26, 1989, PECo received a letter from the NRC Executive Director for Operations, stating.that Peach Bottom Units 2 and 3 are now categorized as having achieved substantial improvement but still requiring close monitoring. Plants in this category continue to receive increased NRC attention from both headquarters and the regional office.

3.3 Representatives from the Commonwealth of Pennsylvania and the state of. Maryland were on site periodically during this period to review startup activities.

3.4 A licensee Management Oversight Team meeting was conducted on site-on June 1, 1989. At this meeting the licensee discussed and evaluated their performance during the startup and transient period to the 35%

power plateau. The results'of this meeting will be the subject of a future licensee report and NRC inspection report.

.Due to steady state plant conditions, the NRC restart staff suspended' continuous shift coverage during the Memorial Day weekend from 7:00 I

p.m. on May 27,.1989, to 7:00 p.m. May-29, 1989. ~ The. restart staff consisted of resident inspectors, regional project inspectors .

headquarters specialists, regional specialist inspectors, and contract personnel. These individuals included of the following:

Martin - Project Manager Areas inspected included the power ascension testing program, operational safety, startup training activities,-radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.. These items will be discussed in a future inspection report.

5.2 Two regional and one special restart safety inspection reports were received during this period. Inspection report 277/89-12, 278/89-12 was issued on May 25, 1989. This was a routine unannounced emergency preparedness inspection conducted during the period ' April 10-13, 1989.

No violations were identified.

Inspection report 277/89-13, 278/89-13 was issued on May 18, 1989.

This was a special announced inspection conducted April 5-7, 1989, to follow-up on the electrical team inspection open items. No violations were identified.

Inspection report 277/89-15, 278/89-15 was issued on May 24, 1989.

L This was a special restart safety inspection conducted by the NRC restart staff during the period April 2 to May 6,1989. No violations were observed; however, two issues were classified as unresolved.

One was associated with a modification wiring errcr and the second was associated with minor fire protection program deficiencies.
