Dear Mr. Sylvia:
We have completed our review of your letters dated November 1, 1988, and January 23, 1989 dealing with system cleanliness inspections, responding to our comments on the same subject. On balance we agree with your position that conditions have changed since you originally committed to performing QA system cleanliness inspections prior to closure of safety-related systems.
Since the Fermi plant is now in a routine operating status, and since construction conditions are not routinely present, and systems are only opened under the controlled conditions of work packages or procedures, we agree to your request to change your commitment such that the work. group will now perform a drcumented cleanliness inspection prior to closure of open pressure boundaries. As described in your letters, we also understand that QA will continue to monitor cleanliness closures, that hold points will be inserted into selected work packages, DERs related to system cleanliness will be trended for one year after this change, and the number of hold points will be increased for refueling activities.
We continue to believe in the importhnce of system cleanliness and encourage you to be diligent in ensuring that foreign materials which could have a deleterious effect on system performance do not enter into safety-related.

I also sug,est we discuss this matter as it relates to hold points for refueling activities at one of our periodic management meetings.
