RESPONSE TO NRC BULLETIN 88.On March 10, 1988 the NRC staff issued NRC Bulletin 88-03,'" Inadequate Latch Engagement in HFA Type Latching Relays Manufactured by General Electric (GE)

Company." The bulletin requested the evaluation of all latching-type HFAL relays in Class IE (safety-related) applications for 1) distance measurements'-

between the top of the molded contact carrier'and'the top of the relay armature;

2) full latch rotation.when the armature is fully depressed; 3) repairing or replacing any relays which fails the inspections;.and 4) inspection of all existing spare HFA relays. The bulletin also requested-that licensees provide a written response either within 120 days of receipt of. the bulletin.if the licensee does not have HFA type latching relays subject to this bulletin or lwithin 30 days of completion of the inspection if the licensee does have the u

' Your response noted that South Texas Project Electric Generating Station, Units l'and.2 do not utilize any of the HFA type latching relays;in any Class IE applications at the South Texas Project Electric Generating Station subject to NRC Bulletin No.:88-03.- This fulfills your requirements in responding to Bulletin 88-03..
