'to Radiological Effluent Technical Specification (RETS)

Reference December 16, 1986 letter from PC LeBlond to HR Denton' Gentlemen:

The original request (Reference [a]) for an amendment to the Zion Radiological' Effluent Technical Specification (RETS) was intended to correct minor typographical errors and provide clarification to the. existing RETS.

The proposed change did not constitute a significant hazards consideration because the proposed typographical changes did not-involve any significant

. increase in the probability of consequences of an accident;~did not create the possibility of a new or different kind of accident; did not involve a significant reduction in the margin of safety.

The'recent issuance of Generic Letter 89-01 has proposed that the RETS can be removed from Technical Specifications if the intent of the RETS is l

nddressed in other station documents. Zion Station has not delineated the schedule for implementation of Generic Letter 89-01 at this time. However, the guidance contained therein has' rescinded the need for the proposed amendment and Commonwealth Edison' request that the referenced amendment be withdrawn.
