. Cambridge, Massachusetts 02139 License No. SNM-986 As a result of the inspection conducted on March 8-10, 1989, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement
' Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1988), the following violation was identified:
A.
. 10 CFR 70.51(d) requires the licensee to conduct physical inventories of all special nuclear material (SNM) in its possession.under license at intervals not to exceed twelve months.
Contrary to the above, on March 9,1989, it was determined that the licensee failed'to conduct a physical inventory of all SNM in its possession.under license, in that three SNM bearing. sources had not been accounted for ~every twelve months, as required, between November 1985 and March'1989..The last physical inventory of these-sources was conducted during October 1985.
This is a Severity Level IV violation.

Pursuant to the provisions of 10 CFR 2.201, Massachusetts Institute of Technology is hereby requireo to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken L
and the results achieved; (2) corrective steps which will be taken to avoid L
further violations; and (3) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
