Dear Mr. Hairston :

SUBJECT:

EMERGENCY OPERATING PROCEDURES, E. I.- HATCH NUCLEAR PLANT By. letter dated February 28, 1989, Georgia Power Company informed the NRC of a proposed adjustment in the. schedule for. developing improved Emergency:

4 Operating Procedures (EOPs). The improvement plan for the E0Ps had previously. been submitted by GPC letter dated August 25, 1988, following an earlier meeting with the NRC staff to discuss. corrective actions for the E0Ps.

We understand that you now intend to skip Phase 3 of the plan as submitted.

in your August 25,1988' letter and proceed .directly to Phase 4, which is implementation.of Revision 4 to the Emergency Procedure Guidelines (EPGs).

This changed schedule would minimize the impact of major procedure changes and retraining of the licensed operators, and will result in! final-implementation of Revision.-4 to the EPGs' by March 31, 1990, as much as'four. months earlier than originally. contemplated.

The NRC staff agrees with this schedule change and encourages you to proceed with-implementation of Revision 4 to the EPGs as. soon as' practicable.

Please call me if you have any questions.

Sincerely ,
