Dear Mr. Bliss:
SUBJECT:
INTERPRETATION OF EMERGENCY DIESEL GENERATOR VALID DEMANDS (TACNOS.71421AND71422)
By, letter dated November-22, 1988, you requested the NRC staff to state a'-
position with respect to classification of Emergency Diesel Generator (EDG) demands at Byron Units'1 and 2.
You want to determine whether certain demands on the EDGs should be classified as valid or invalid for purposes of determining EDG surveillance testing frequency.
On March"30, 1989, we and your staff discussed the issue during a telephone conference call.
It was ' agreed that since your Technical Specification - 4.8.1.1.3 specifically refers to Regulatory Guide (RG) 1.108, you must submit a Technical Specification amendment request to use criteria'other than those in RG~1.108 when determining EDG demands.
We 41so advised you that RG 1.9,. Revision 3, which should satisfy your concerns,
.should be issued before the end of the year. RG 1.108 will be withdrawn on=
issuance of this revision'of RG 1.9.
