Gentlemen:

Your letter dated November 16, 1988, requested additional information with I

respect to the SPLB FSAR review. A partial response to the questions l

regarding FSAR Sections 6.5 & 1A(B), 9.1.3, 9.2.2, 9.4.1, 9.5.4, 10.3 and l

10.4.9 was earlier submitted by my letter TXX-88855, dated December 21, 1988.

l In recent dicussions between the NRC and TV Electric personnel, the following additional information was discussed on the FSAR sections indicated:

1)

FSARSection6.5andISB):

CPSES FSAR amendment 76 will incorporate the requirement to perform charcoal testing per ANSI N509-1980 in lieu of ANSI N509-1976 (see item 3 of Section 6.5 on page 3 of 15 of the attachment to TXX-88855).

2)

FSAR Section 9.1.3:

CPSES FSAR amendment 76 will incorporate the requirements of NRC Branch Technical Position ASB 9-2 as a design basis for calculating the decay heat rates for the spent fuel storage pool cooling system (see Section 9.1.3 response on Page 4 of 15 of the attachment to TXX-88855).

FSAR Section 9.2.2 (item'1):

CPSES FSAR Amendment 76 will incorporate.the addition of valves 1PV-4552 and 1PV-4553 in Table 9.3-3 (see item 1 of Section 9.2.2 on page 7 of 15, of the attachment to 1XX-88855).

FSAR Section 9.2.2 (item 3):

Due to procurement and installation of the valves, the revision to the i

abnormal 03erating procedures was not incorporated by February 15, 1989.

However, t1e abnormal operating procedures will be revised before fuel load for each unit.

5)

FSAR Section'9.4.1:

TV Electric has completed the analysis of tne plans for correcting the deficiency. identified in SDAR-CP-87-135 in accordance with our previous letter (see response to Section 9.4.1, page 10 of 15 of the attachment to TXX-88855).

Based on the analysis results, operator action is not required because an automatic, redundant, Class 1E shut-off signal will be provided for the supply fans for the Control Room Air Conditioning System and the Primary Plant Ventilation System.

FSAR Section 10.4.9:

Following is the revised response to Item 1 of FSAR Section 10.4.9.

This supercedes the response provided as Item 1 of Section 10.4.9, on page 15 of 15 of the attachment to TXX-88855.

(1)

The turbine driven auxiliary feedwater system will be tested from cold start without the warm-up and steam supply bypass during pre-operational testing and at intervals of 3, 6 and 9 months initially, and at every 18 months thereaf ter.

This will assure that the system is capable of reliably starting under actual plant conditions and performing its required safety functions.

The warm-up and steam supply bypass lines were added to mitigate long term detrimental effects associated with surveillance testing from a cold start on a frequent periodic basis.

The use of the warm-up nnd steam supply bypass lines increases pump start reliability under actual plant conditions by eliminating the detrimental long term effects associated with cold starts.

FSAR Section 10.4.9:

CPSES FSAR Amendment 76 will incorporate the clarification.'regarding the AFW pumps: functional requirements to bring the plant to safe shutdown condition in the event of..an accident (see item 2 of.Section 10.4.9,.page.

15 of 15'of the attachment to TXX-88855).
