TAC NO. 56574 The enclosed Safety Evaluations (SEs) provide the results of the staff review of the Waterford 3 inservice inspection program through Revision 3 (Enclosures I and 2).

The Code of Federal Regulations, paragraph 10 CFR 50.55a(g) requires certain Class 1, 2 and 3 components and supports in water-cooled nuclear reactor ,

facilities to meet the inservice inspection requirements stated in the ASME Boiler and Pressure Vessel Code,Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components," to the extent practical within the limita- .

tions of design, geometry, and materials of construction of the components.

Each facility is required to establish a program for the inservice inspection of components and supports which is updated every ten years to meet the require- l ments of the latest approved edition and addenda to Section XI of the ASME Code. The Technical Specifications further require inservice inspection of ASME Code Class 1, 2 and 3 components (and supports) except where specific I written relief has been granted by the Commission pursuant to 10 CFR 50.55a(g)(6)(1).

The ISI program addressed in this report covers the first ten-year interval from September 24, 1985 to September 24, 1995. The licensee's original ,

program was described in a letter dated May 28, 1985 which was updated by l 1etters dated June 16, 1986 and October 15, 1987. -i The staff, with technical assistance from Science Application International Corporation (SAIC), has reviewed Revision 2; the Technical Evaluation Report dated December 1986 is also enclosed (Enclosure 3). The staff has further reviewed Revision 3 and the additional relief request (151-11) in that revision.

Based on the information submitted, the staff agrees with the SAIC conclusions 1 and recorcendations. Mcwever, a detailed evaluation of the examination procedure for hydrostatic tcsts is not part of the KRR review of the ISI program (TER paragraph 2.5). We have determined that Revision 2 of the Paterford.3 ISI program and the ISI-11 request in Revision 3 are acceptable fer implementation provided certain cerditions addressed in the enclosed SEs are addressed, i

that the granting of relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest. In making this determination, we have given due consideration to the burden that could result if those requirements are imposed on your facility.

This letter grants the reliefs identified as granted in the enclosed SEs.

Certain relief requests are conditioned as described in the enclosed SEs.

Program changes such as revisions or additional relief requests or deletion of any components from the ISI program should be submitted for our review but should not be implemented prior to review and approval.
