J. M. Farley Nuclear Plant - Units 1 & 2 Thermal Stresses in Piping Connected to Reactor Coolant Systems - NRC Bulletin No. 88-08 NRC Bulletin No. 88-08 and Supplement 1, issued June 22, 1988 and June 24, 1988 outlined actions for. licensees regarding thermal stresses in piping connected to reactor coolant systems. By letter dated July 28, 1988, Alabama Power Company responded to Bulletin No. 88-08 and Supplement 1 stating that Action 1 was complete and that Action 2 and 3 items would be completed by the end of the next refueling outage for each unit.

Subsequent to Alabama Power Company's response, the NRC issued Bulletin No.

86-08 Supplements 2-and 3, dated August 4, 1988 and April 11, 1989. These supplements discussed enhanced ultrasonic testing methods and thermal stresses resulting from valve seat leakage through packing glands.

Alabama Power Company has since re-evaluated the scope of piping considered to be susceptible to thermal stratification or temperature oscillation.

In addition to the safety-injection lines previously described in the July 28, 1988 letter, the following lines are now considered susceptible:

normal and alternate charging, pressurizer auxiliary spray, and Reactor i

Coolant System (RCS) to Residual Heat Removal (RHR) suction.

In response to Action 2 of NRC Bulletin No. 88-08, Alabama Power Company performed ultrasonic. examinations on the Unit 2 hot and cold leg safety injection lines, normal and alternate charging lines, pressurizer auxiliary spray line, and RCS to RHR suction lines. Based on the results of these examinations, it was determined that there vere no reportable indications.

These examinations were performed using the enhanced ultrasonic examination techniques and procedures described in Supplement 2.

'RCS to RHR suction lines. The installed RTD's vill be monitored during the current operating cycle for evidence of thermal cycling. The decision regarding permanent installation of the RTD monitoring system has been deferred until the end of the next refueling outage. Additionally, since l

the initiation and propagation of the crack in the Unit 2 safety injection l

piping was believed to have been caused by leakage from-the Boron Injection Tank-bypass valve, the bypass line was cut-and capped during the last refueling outage.

For Unit 1, the next refueling outage is scheduled to commence in September 1989. At that time, ultrasonic examinations vill be performed and the remaining instrumentation vill be installed'on normal and alternate charging lines,' pressurizer auxiliary spray line, and RCS to RHR suction lines. The results of these activities for Unit I will be subsequently. reported.
