AND AMENDMENT NO. 54 TO FACILITY OPERATING LICENSE NPF-52 DUKE POWER COMPANY, ET AL.
CATAWBA NUCLEAR STATION, UNITS 1 AND 2 DOCKET N09. 50-413 AND 50-414
1.0 INTRODUCTION
By letter dated January 17, 1989, Duke Power Company, et al., (the licensee) proposed amendments to the operating licenses for Catawba Units 1 and 2, which would revise Technical Specification (TS) Table 3.3-5, Item 15, and Surveillance Requirement (SR) 4.7.1.2.lb.4) to increase the Auxiliary Feedwater (CA) System suction swapover time from less than or equ'l to 15 seconds to less than or equal to 16 seconds. This would be accompinhed by increasing the delay time from 5 to a'meximum of 6 seconds.
The proposed wording of the notes associated with Item 15 of TS Table 3.3-5 and SR 4.7.1.2.lb.4) would be modified to clearly state that the 6 seconds represent the maximum delay time and that a shorter delay may be acceptable.
This proposed change is in response to Corrective Action (9) contained in Licensee Event Report (LER) 414/88-12 dated April 8,1988. This LER described an incident at Catawba Unit 2 where Train A suction for the motor-driven CA pump inadvertently swapped over from the normal condensate grade supply to the Nuclear Service. Water (RN) System.
2.0 EVALUATION Corrective Action (9) of the subject LER requested the licensee's Design Engineering to investigate the possibility of decreasing the CA suction low pressure setpoint and increasing a.itchover time delay. This analysis has been completed and the results are as follows:

The pressure switch setpoints cannot be lowered.
2.
The switchover time delay may be increased to 6 seconds in order to reduce the risk of an inadvertent CA to RN switchover. This increase i
in time delay will still assure a required CA to RN switchover without loss of pump suction or subsequent pump damage.

l System can supply minimum required flow to the steam generators, until CA to l
RN suction switchover is complete, without sustaining any pump damage. A six second time delay, initiated upon low pressure in 2 of 3 suction header pressure switches, was utilized. The analysis also confirms that the CA to RN suction pressure switch septpoints, including inaccuracy, are set to ensure:
l (1) adequate suction is available to prevent pump damage during transfer from the normally aligned condensate grade sources to the assured RN source, and (2) a swapover will occur should a pipe break occur in the non-safety portion of the piping system.
l Based on its review, the staff agrees with the licensee's conclusions and finds that they adequately address the staff's concerns regarding reduction of the probability of an inadvertent swapover kom the normal condensate grade supply to the RN Systyem.
The licensee's proposed change has no adverse impact on safety and would not pose an undue risk to public health and safety.
There-fore, it is acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
These amendments involve changes related to the installation or use of facility components located within the restricted area as defined in 10 CFR Part 20 and changes in surveillance requirements. The staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational exposure.
The NRC staff has made a determination that the j
amendments involve no significant hazards consideration, and there has beer, no i
public coment on such finding. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.
4.0 CONCLUSION
The Commission made a proposed determination that the amendments involve no significant hazards consideration which was published in the Federal Register 4
(54 FR 6193) on February 8,1989. The Commission consulted with the state of South Carolind.
No public comments were received, and the state of South Carolina did not have any coments.
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations, and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
