RADIATION EMBRITTLEMENT OF REACTOR VESSEL MATERIALS (GENERIC LETTER 88-11) (TAC 71548/71549) - SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 On July 12, 1988, the NRC issued Generic Letter (GL) 88-11 "NRC Position on Radiation Embrittlement of Reactor Vessel Materials and Its Impact on Plant Operations." The GL called attention to Revision 2 of the Regulatory Guide 1.99, " Radiation Embrittlement of Reactor Vessel Materials." Licensees were directed to use the methods described in Revision 2 to predict the effect of neutron radiation on reactor vessel materials as required by Paragraph V.A of Appendix G to 10 CFR Part 50, unless they can justify the use of different methods.

In addition, licensees were requested to respond within 180 days of receipt of the GL with the results of a technical analysis of the impact of Revision 2 on their facility and whatever actions they propose to take.

By letter dated December 9. 1988, you responded to GL 88-11 for Sequoyah, Units 1 and 2.

Your response provided the results of your analysis of the impact of implementing Revision 2 to Regulatory Guide 1.99 and described the actions you will take in order to comply with Revision 2 including the commitment to submit a Technical Specification change request by March 1,1991.

You stated that the present pressure-temperature curves for Sequoyah are bounding for about five effective full power years for both units but it is not anticipated that the low temperature overpressurization setpoints or the enable temperatures will result in an operational problem for the current licenses of the units. The staff considers this commitment satisfactory and, therefore, your requirements for responding to GL 88-11 are fulfilled. This closes out the staff's review of this generic letter.
