I notifies the BOARD that because the LICENSEE

has consistently failed to abide by the Federal Regulations regarding

the safe operation of the Turkey Point Nuclear Station, (as evidenced i
by the voluminous NRC inspection reports documenting numerous i
regulatory violations over the years resulting in over (1) MILLION l
DOLLARS in escalated civil penalties) the most recent being a $100,000 fine in Febuary 1989.
I submit that the LICENSEE may not conduct z
activities as set forth in license amendments (134 & 128) in compliance with the Commission's Regulations.
Therefore, it is of paramount importance, that this BOARD accept the proffered contentions of the INTERVENERS and consider such in the interest for the Health and Safety of the Public.
