VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION -UNIT 1 TECHNICAL SPECIFICATION REPORTING REQUIREMENTS

- FOR THE CORE SURVEILLANCE REPORT North Anna _ Unit 1 was originally scheduled to complete its seventh cycle of operation on February 3,.1989.

However, because of system load demands and changing outage' schedules for other plants within our system, the North Anna Unit.1 refueling outage was postponed until April 10, 1989.

This schedule change required reactor operation beyond the burnup range used for the initial cycle 8 reload core design.

The cycle 8 core redesign process was scheduled l to-be complete in time to support the April 10, 1989 refueling outage.

However, North _ Anna Unit 1 cycle 7 operation was terminated on February 25, 1989 when the unit experienced a reactor trip

. caused by the closure of a main feedwater regulating valve.

Circumstances accompanying the reactor trip dictated that North Anna Unit 1 commence the cycle 7/ cycle 8 refueling outage earlier than scheduled.

North Anna Unit 1 is currently scheduled to begin cycle 8 operation on June 15, 1989.

Technical Specification 6.9.1.7 requires that the Core

- Surveillance Report for each cycle be submitted to your staff 60 days prior to cych startup.

Because cycle 7 operation was terminated approximately 1-1/2 months earlier than expected, the cycle 8 startup date has also been moved forward and we are unable to complete the reload core redesign and l

safety analysis in time to meet the 60 day requirement.

However, the Technical Specification provides for an alternate submittal date with NRC written approval.

Therefore, in accordance with this Technical

,.y va Specification' provision, we request the sixty day advance submittal-requirement be waived by the NRC, and alternately, we propose to submit the required Core Surveillance Report by April 28, 1989.

Based on a preliminary assessment, Technical Specification changes are not expected to be required to support the cycle 8 reload core design.
