- 1) Letter dated July 9,1986, D M Musolf (NSP) to J G Keppler (NRC), "Startup Physics Test Report, Unit 1 Cycle 11".
Beginning with Cycle 11, both Prairie Island units began operating with fuel manufactured by Westinghouse Electric Corporation.
Section 6.7.A.1 of the Prairie Island Technical Specifications requires that a Startup Report be submitted within 90 days following resumption of commercial operation with fuel installed that has a different design or has been manufactured by a different fuel supplier.
In accordance with'that requirement, Reference 1 was submitted following the
- startup of Unit 1 Cycle 11 in April of 1986. However, no Startup Report was submitted following the startup of Unit 2 Cycle 11 in November of 1986.
Due to an error in interpretation of the Technical Specification reporting requirements, it was believed that the Technical Specifications only required the submittal of a Startup Report for the first unit to resume commercial operation utilizing the new fuel type.
A recent NSP Quality Assurance Audit brought this interpretation of the Technical Specifications into question, and as a result, a Startup Report for Unit 2 Cycle 11 has been prepared and is attached for tha information of the NRC Staff. The tests performed during the Unit ? Cycle 11 startup were the same as those performed during the Unit 1 Cycle 11 startup described in Reference 1, and all acceptance criteria were met.
