This letter refers to the routine preoperational safety inspection by

Mr. J. M. Trapp' on February 6 - 16, 1989 at the Limerick Generating Station,

"

Unit 2, Limerick, Pennsylvania of a~ctivities authorized by NRC License

No. CPPR-107 and to the discussions held by Mr..Trapp with Mr. Nagle and other

members of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed NRC Region I

inspection report. Within these areas, the inspection consisted of selective-

examinations of procedures, interviews with licensee personnel and

observations by the inspector.

We have observed two instances where preoperational test procedures were not

followed explicitly.

Further, your audit report, No. 2S-146, identified a

similar case C w ein procedures were not properly followed. Although

separately, the.5e events do not ' represent safety issues, collectively, we feel

it warrants your attention to ensure these are isolated cases.

No violations were identified and no response to this letter is required.
