STATUS OF THE MASTER INSPECTION PLANNING SYSTEM (MIPS) i This memorandum is provided to update you on the status of development and l
implementation of MIPS. As you are aware Phase 1, which provides the l
capability to plan inspection activity and collect accomplished effort through RITS, is currently in use.
Following full evaluation of provisions to permit i
easy correction of RITS reporting errors, Phase 1 will be complete.
Development of Phase 2, which will provide the capability to capture inspection findings, including violations and other open items, continues at a good pace., MIPS Phase 2 Schedule, provides IRM's projected timeline for the development and implementation of Phase 2.
This projection is based on an understanding of system requirements initially provided to IRN in my memorandum to Fran Goldberg IRM, dated February 27, 1989, and subsequently revised based on input from the regional and program offices.
Note that Phase 2 is scheduled for implementation in August 1989.
Input of data to the 766 system will be discontinued approximately one month later.
Enclosures 2, 3, and 4 are the latest Phase 2 data input and on-line query screens, cause codes, and open item report selection screens, respectively.
Phase 2 is being designed to be flexible enough to accormnodate any type of inspection finding or required follow-up issue such as. violations, open items, and LERs. Because MIPS will replace 766, violations and deviations must be included in the new system. The inclusion of other open item types will be at the discretion of each regional office. This position is based on consideration of effective systems that are in use in some regions, the demand for an all inclusive system by other regions, and the element of uncertainty associated with the implementation of a new system.
It may be more efficient that regions that use a local PC based system to track open items other than violations and deviations continue to do so until they are satisfied that the new system would provide satisfactory access and ease of use.
Please note that Phase 2 is being designed as a real-time system that would allow input and update of findings to be does at a plant site.
