O'n February 24, 1989 it was' discovered that ultrasonic instrumentation used to determine Nuclear. Service. Water (RN) to Chilled Water (YC) System Flow during RN 1A and'2A flow balance tests have been indicating 180 to 190 gpm more than actual flow. 'This error under the right conditions would have prevented the

. availability of required design bases flow through the YC Train A Condenser.

Pursuant.to 10CFR 50.73' Sections (a)(1) and (d), in accordance with Section (a)(2)(1)(B), Licensee Event Report 369/89-02 was to have been submitted by March 31, 1989.

Please be advised that'due to problems encountered with the report during its final review, it is necessary to delay submittal. The report will now be submitted by April 14, 1989.
