Cockfield Vice President, Nuclear Gentlemen: Subject: NRC Team Inspection - Trojan Nuclear Plant This letter refers to the special chemistry team inspection conducted by Mr. H. S. North and other NRC and contractor personnel on April 17-21, 1989, of activities authorized by NRC License No. NPF-1 and to the discussion of our findings held by Mr. North and other team members with Mr. D. W. Cockfield and other members of your staff at the conclusion of the inspection. Areas examined during this inspection are described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspectors. Based on the result.s of this inspection, it appears that Portland General Electric Company is implementing an effective chemistry program. The team was favorably impressed with your eror, ion / corrosion control program, your radiological measurement capabilities and your implementation of consistent good water chemistry control. Improved performance is suggested in the areas of non-radiological measurement quality control, quality assurance involvement and controi of chemicals in storage, With respect to the storage of hydrogen and nitrogen on the control buf1 ding roof we understand, based on your latter dated May 5,1989, that tt;e bulk hydrogen will be relocated prior to restert of the reactor We understand that your safety analysis of the new hydrogen storage location and nitrogen precautionary measures will be submitted to NRC for review prior to restart of the reactor. In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure will be placed in the NRC Public Document Room. - G )' )
