0IA REPORT INQ 86-6 To determine what action should be taken as a result of the findings in the referenced report, the Comanche Peak Project Division, Office of Special Projects, conducted a review of its Comanche Peak files regarding allegation AQ-64. During this review, the staff identified correspondence sent by the NRC Technical Review Team (TRT) to the alleger (the individual who raised the concern to the. staff) dated August 30, 1984, January 28, 1985, May 7, 1985, and May 9, 1985. In addition, the files include a rrford of a telephone conversation on October 29, 1984, during which a TRT menbu attempted to contact the alleger through his parents. These documents, as well as a TRT record . identifying the alleger's allegations by number, are enclosed.

The alleger was originally interviewed by the Office of Investigations (0!

Report 4-84-006 dated March 7, 1984). The alleger made allegations on several subjects which the TRT evaluated. In the course of investigating these 611ega-tions the staff apparently did attempt to contact the alleger for clarification of at least some of the allegations but was unsuccessful, as indicated by the enclosures. Further, as stated in SSER 8, page K-94, "The TRT has contacted the alleger to arrange an interview to inform him of the TRT's finding." The enclosures indicate that this too was unsuccessful.

We believe that the enclosures adequately demonstrate that the staff did take appropriate actions in accordance with the applicable allegation management procedures. As we discussed, the Office of Special Projects intends to respond to CASE's letter by forwarding the INQ 86-6 report, with your concurrence. I would also forward this memorandum and the transcript of a January 23, 1986 meeting with CASE during which the staff provided feedback on related technical concerns.
