Supplemental Response to NRC Bulletin Number 88-10, Nonconforming Molded-Case Circuit Breakers and request for Relief from Certain Actions Required (TAC Number 71286)
Gentlemen:
Nuclear Regulatory Commission (NRC) Bulletin Number 88-10, Item 1, required licensees to identify all molded-case circuit breakers (CBs) purchased prior to August 1,:1988, that were being maintained as stored spares for safety-related (Class 1E) applications and to verify the traceability of these CBs.
Item 3~of the bulletin required licensees to test the CBs that were not traceable to the CB manufacturer. Toledo Edison (TE) advised the NRC, in a letter dated February 24,z 1989 (Serial Number 1-863), that it had identified 84 molded-case CBs that were being maintained as stored spares for use in Class 1E equipment and had determined that 78 of these were purchased directly from the. Circuit Breaker Manufacturer (CBM).
Toledo Edison was not able.to verify traceability of the remaining six CBs, purchased from Bailey Metering Company in 1976, and requested relief from

personnel attended an April 10, 1989, Nuclear Management and Resources Council (NUMARC) meeting concerning generic industry concerns over potential

i Docket Number 50-346 License Number NPF-3 Serial Number 1-876 Page 2 Toledo Edison can not establish traceability of the twenty-nine CBs purchased under the VESCO purchase order. An itemized list of these CBs, which includes the model number, the status of each CB and the system (for the installed CBs), is provided in Attachment 1.
Nine of these CBs were found in the varehouse and ten were determined to be installed in the plant.
Of the ten installed, six were in safety-related systems. Toledo Edison has not been able to physically locate the remaining ten CBs from this purchase order but has determined, based on a document review, which took into consideration the 1
frame size and ampere rating for safety-related applications, none of these are installed in safety-related systems. Toledo Edison's search for these CBs is continuing. The safety-related CBs that vere being maintained as stored spares have been placed on hold pending resolution of the bulletin concerns.
Currently, in accordance with NUMARC guidelines, TE does not plan to test these CBs. As requested, Toledo Edison vill retain these C3s for one year for possible evaluation or to aid in NRC investigations of suppliers. The six CBs, installed in safety-related systems, are installed in the following equipment:
- Battery Charger DBClP (125/250 VDC Electrical System)
- Battery Charger DBC2N (125/250 VDC Electrical System)
- Letdown Cooler 1 CCV Inlet Valve (MV1409)
(Component Cooling Vater System)
- Lov Voltage Switchgear Room Vent Fan 2 (Essential HVAC System - Battery and Switchgear Rooms)
- Containment Air Cooler Isolation Valve (MV1368)
(480 VAC Electrical System)
- Makeup Pumps Discharge Cross Connect Line Isolation Valve (MV6409)

Westinghouse Electric Corporation has visually inspected the suspect CBs from the varehouse and concluded that the CBs were manufactured by Westinghouse and have not been refurbished. These inspection results provide reasonable confidence that the installed breakers, purchased under the same purchase order, are of original manufacture and have not been refurbished.
Nevertheless, Toledo Edison is pursuing the replacement of the installed safety-related CBs with CBs obt.ained directly from Westinghouse Electric Corporation.
The subject CBs Toledo Edison identified as installed in safety-related systems were purchased in 1977, which is beyond the timeframe identified in NRC Bulletin 88-10 as being most suspect.
For CBs installed in safety-related systems, the bulletin requested action only for those CBs purchased between August 1, 1983 and August 1, 1988. Nonetheless, Toledo Edison has decided to take a conservative approach and replace the installed safety-related CBs.
After removal, these breakers will be sent to V for inspection.

Page 3 Justification for Continued Operation (JCO) vill be completed addressing each installed safety-related CB from this group that has not been replaced by June 9, 1989. This is within 30 days of TE's determination that traceability could not be established as required by the bulletin.
Toledo Edison will resolve similar concerns with non safety-related breakers in accordance with the NUMARC guidelines.
