- This refers to the inspection conducted by Mr. a. T. Howell- III of this office-
.
during the period March 8-19, 1989, of activities authorized by NRC Operating
License NPF-38 for Waterford Steam Electric Station, Unit 3, and to the
,
discussion of our findings with Mr. D. E. Packer and other members of your-
staff at the conclusion of the inspection.
Areas examined'during the inspection included the method and procedures used
for surveillance testing of the
"B" high pressure safety injection (HPSI) pump,
the corrective maintenance activities associated with the repair of-the
"B" HPSI pump and pump motor bearings, and the investigation of the "B" HPSI
pump low recirculation flow condition. Within these areas, the inspection
consisted of selective examination of procedures and representative records and
intorviews with personnel. . The inspection findings are documented in the
enclosed inspection report.
. During this inspection, it was found that certain of your activities' appeared
- to be.in violation of NRC requirements.
In NRC's view, the issues underlying
these apparent' violations are significant in that they are related to the
i
- reliability and operability of safety-related components and systems. . An
. enforcement conference to discuss these issues will be held at a later date in
our Region IV office in Arlington, Texas. ' During this conference, you will

be given an opportunity to discuss Louisiana Power & Light's view of these
apparent violations and NRC concerns and what actions you deem necessary to

address _ these apparent violations, including corrective actions you have taken
or plan to take. Should you have any questions concerning this~ inspection, we
