DOCKET NOS. 50-445 AND 50-446 UPDATE OF GENERIC LETTER 83 REACTOR TRIP BREAKERS REF:

Generic Letter 83-28 " Required Actions Based on Generic Implications of Salem ATWS Event," dated July 8, 1983 Gentlemen:

In the above reference, Items 4.2.1 and 4.2.2, required licensees and applicants to describe their preventive maintenance and surveillance programs for ensuring reliable reactor trip breaker operation regarding:

(a)

"A planned program of periodic maintenance, including lubrication, housekeeping and other requirements recommended by the equipment supplier."

(b) " Trending of parameters affecting operation and measured during testing to forecast degradation of operability."

In an NRC letter from V. S. Noonan to M. D. Spence, dated May 1, 1985, the NRC provided additional inforr.ation on the requirements of items 4.2.1 and 4.2.2.

Specifically, the NRC identified that the Westinghouse maintenance manual dated October 1984, contained an acceptable maintenance program and identified four RTB parameters to be trended by the utility.

In TU Electric letter.

TXX-4486, dated June 7,1985. TU Electric committed to a periodic RTB maintenance program. The program included performing every six months or 500 breaker operations, whichever comes first, the maintenance requirements as specified in the Westinghouse maintenance manual, dated October 1984, and trending of the NRC specified parameters, with the exception of " trip force."

However, since then, Westinghouse has issued a revised maintenance manual, dated November 1986. This manual excluded many of the requirements in the October 1984 manual.

Since the November 1986 manual contains the current manufacturer requirements, and since the intent of item 4.2.1 was to ensure l

-June 5, 1989 Page 2 of 2 recommendations, TU. Electric. procedures have been revised to the current manufacturer's recommendations. As a result,' previously submitted CPSES-commitments which were based on the October 1984 maintenance manual, are'no longer applicable. The purpose of this attachment is to update TU; Electric's RTB periodic maintenance commitments.

The following commitments, in TXX-4486 have been revised.

1)

Type A maintenance will.be performed every 500 cycles or each refueling outage, (instead of every six months),'whichever comes first.

2)

Meggaring of breaker insulation resistance is still included in the/

November 1986 maintenance manual, but is optional and no longer-required.

3)

Breaker response time is not. included in the November 1986' maintenance manual acceptance criteria' nor trended by the CPSES Maintenance Department, However,' breaker response times are-measured in conjunction with the CPSES RPS response time procedures'which are performed each refueling outage..Any significant degradation of breaker response time will be identified through this procedure.
