to Provisional Operating License No. DPR-29 and: Amendment 68 dated December 18, 1981.-

Dr. Murley:

Pursuant to 10 CFR 50.90, Commonwealth' Edison Company proposes a temporary change to Appendix A, Technical Specifications to Facility Operating Licenses DPR-29 and DPR-30 for Quad Cities Units'1 and 2, respectively.

The purpose of'the change is to allow the "B" loop of the Residual. Heat Removal (RHR) heat exchangers on each unit to be fed from the RHR "C" and "D" service water pumps on Unit i via the cross-tie line.

The'"A" loop on each unit will remain unchanged.

On Friday, March'10', 1989, abnormal ground water leakage was observed in the tunnel which accesses the High Pressure. Cooling Injection (HPCI). rooms.

An investigation of the cause resulted in the identification of a leak in the "D" loop of the Unit 2 RHR Service Water system piping located underground.

The repair of the leak was determined not to be feasible due to the underground' j

location. A modification is currently Loing developed to route the. Unit "B"

loop RHR piping above ground.

In the event o'f further degradation of the crack in the RHR Service Water piping, a change.to the Technical Specification is'being. proposed to a

allow the use of the RHR Service Water cross-tie valve. This change will be i

required only in the event that isolation of.the pipe is determined to be j

necessary.

Figure 1 is provided for a pictorial representation of the system, j

4 and Figure 2 is provided for your reference. The changes are listed in Attachmont 1 and further described in Attachments 2 and 3.

l The proposed changes have been reviewed and approved by both On-site and Off-Site review in accordance with Commonwealth Edison Company's procedures. These proposed amendments have been reviewed in accordance with 10 CFR 50.92(c) and determined that no significant hazards consideration exists. This evaluation is documented in Attachment 4.

.A similar Technical Specification change was proposed and approved by the NRC in December, 1981-(Reference (a)). The Safety Evaluation for the amendments is contained in Attachment 5 for your reference.
