To Whom It May Concern:

This document constitutes the calendar year (CY) 2019 Operations Report of the RPI RCF to the USNRC, and to Rensselaer management.

The Reactor Critical Facility (RCF) operated successfully during calendar year 2019. The facility staff maintained five Senior Reactor Operators. At the beginning of CY20, the Operations Supervisor, Mr. Glenn Winters, retired. Dr. Jason Thompson has since been appointed to the position.

The facility supported 29 Boy Scouts of America earlier in during the calendar year, provided tour of the RCF a part of their requirements to obtain a Nuclear Merit Badge.

The staff performed measurements on the 332-pin core configuration in support of training, surveillances, and proficiency requirements.

An NRC inspection was performed in August 2019. NRC noted a Level 4 violation where an operator neglected to remove a signal test cable during the Pre-Startup Procedures, leading to operation of the reactor with an inoperable power range monitor. The Pre-Startup Procedures have been modified to include the addition of a tag on the control rod shim switch indicates that the test cable I till connected, and the shim switch should not be used.

RPI and the NRC are currently in the process of understanding and addressing an item involving the movement of the fences around the RCF denoting the exclusion zone and restricted zone boundaries.

Training and proficiency requirements for all licensed operators have been reviewed and are current.

The Technical Specifications, App. A to USNRC License CX-22 require reporting the following operational items:

1. Changes to facility design: No changes to the facility were made during CY2019. The previously mentioned changes to the location of the fences occurred in CY2015.
2. Significant maintenance, repairs or other work performed on RCF systems: One piece of foreign material (a machine bolt) was retrieved from the core.
3. Changes in operating procedures which relate to the safety of RCF operations: A Test signal cable attached tag meant to inform the Operator that the linear and log power channels are disconnected from the detector and attached to a test cable has been added to Pre-startup Procedures.
4. Surveillance checks, tests, and calibrations were conducted and logged as required. The results were satisfactory. On June 26, 2019 an emergency preparedness drill was conducted at the RCF.
5. Changes, tests or experiments requiring authorization from the USNRC under 10CFR50.59 a or b: None
6. Calculated integrated thermal power: Approximately 11.07 x 10-3 kw-hr for all of 2019.
7. There were no unplanned scrams in the report interval.
8. Maintenance operations were carried out and logged with satisfactory results.
9. There were no discharges of radioactive effluents.
10. Environmental monitor dosimetry is performed at the exclusion area fence (EM1 through EM4), and at the site boundary fence (EM5 and EM6). The environmental monitoring results are reported without background subtraction, and the accumulated dose to an off-site control monitor is reported separately. The sum of the quarterly control readings from 2019 was 127 mrem. The sums of the gross readings and net dose results for 2019 are:

11. Collective exposure to facility personnel were 11 mrem for CY19.
