N0_TICE OF VIOLATION i

Illinois Power Company Docket No. 50-461 1

As a result of the inspection conducted on August 3 through 7,1987, and in I

accordance with the " General Policy and Procedures for NRC Enforcement E'tions,"

10 CFR Part 2, Appendix C (1985), the following violation was identified:

Technical Specification 4.3.7.11 (Footnote 3 to Table 4.3.7.11-1) requires that the initial channel celebration on liquid effluent rronitoring instrumentation be performed using suitable reference standards that permit calibrating the system over its intended range of energy.

Contrary to the above, the initial channel r. calibrations on six technical i

specification required liquid effluert monitors were perfont.ed using a reference standard that encompassed one energy range (cobalt-60). This did not permit l

calibrating the monitors over their intended range of energy.

This is a Severity level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) corrective action i

I taken and the results achieved; (2) corrective action to be taken to further avoid violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
