Dear Mr. Miller:

Enclosed is a copy of the final exercise report for the June 3,1998, full-participation plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Seabrook Nuclear Power Station. This report addresses the evaluation of the plans and preparedness for the State of New IIampshire and the Commonwealth of Massachusetts portions of the Emergency Planning Zone. The State of New IIampshire, the Commonwealth of Massachusetts,17 New liampshire EPZ communities, and six Massachusetts EPZ communities participated in the exercise. The final exercise report was prepared by the Federal Emergency Management Agency, Region I staff. Copies of i

this report will be forwarded to the State of New Ilampshire and the Commonwealth of Massachusetts.

There were no Deficiencies identified during the June 3,1998 exercise. There were, however,23 Areas Requiring Corrective Action (ARCA) identified in NewIlampshire and 15 ARCAs identified in Massachusetts. Region I staff will coordinate with the State of New Ilampshire and the Commonwealth of Massachusetts to correct the ARCAs on or before the next scheduled biennial exercise.

Based on the results of the June 3,1998, exercise, the offsite radiological emergency response plans and preparedness for the State of New Ilampshire and the Commonwealth of Massachusetts and their affected localjurisdictions, site-specific to the Seabrook

' Nuclear Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
