50-296 SEQUOYAH (SQN) AND BROWNS FERRY (BFN) NUCLEAR PLANTS - PHYSICAL SECURITY / CONTINGENCY PLAN (PS/CP) MISCELLANEOUS AMENDMENT SUBMITTAL Enclosed for your review and approval is a miscellaneous amendment summary of revision packages for the currently approved site-specific BFN and SQN PS/CP as previously discussed between Gene McPeek, NRR, NRC and W. M. Belvin of TVA.

This summary implements the requirements of 10 CFR 73.55 for which NRC re'liew and approval is needed.

Those portions of the summary that have not been previously implemented are also contained in a revision that is being submitted to Region II under the provisions of 10 CFR 50.54(p); however, they will not be implemented until approved by the NRC.

In addition, we are requesting that you delay review and approval of the combined (generic) TVA PS/CP forwarded by our letter to Harold R. Denton on November 26, 1986.

This request is made in order to:

Ensure a current and approvad PS/CP is in effect for the soon-expected restart of SQN.

Provide more time for TVA to reevaluate the November 1986 combined generic PS/CP submittal.

This reevaluation is necessary because of a complete reorganization of TVA security which has occurred since the combined generic PS/CP submittal; also, there has been a complete change in corporate and site security management.

Relieve confusion and/or pressure that may exist within TVA and NRC to rush the combined (generic) TVA PS/CP through for approval. Additionally, the above oral communication indicated that this action will benefit the NRC because of its recent reorganization that affects security plan reviews.

< U.S. Nuclear Regulatory Commission SEP 151987 This action does not change our previous commitment to combine all currently approved and future site specific PS/ cps into a single generic TVA PS/CP.

He will be working closely with Region II and NRR, as necessary, to ensure all NRC concerns are resolved relative to the combined generic PS/CP.

With your approval of the enclosed submittal, we intend to submit the combined generic PS/CP under the provistors of 50.54(p).
