SUBJECT: NRC INSPECTION REPORT 50-313/98-15; 50-368/98-15
Dear Mr. Hutchinson:
From August 18-21,1998, an announced, emergency preparedness inspection was conducted
at your Arkansas Nuclear One, Units 1 and 2 reactor facilities. The enclosed report presents
the scope and results of that inspection. A followup discussion was conducted on August 26,
1998, with Mr. Randy Gresham, and others of your staff, to address a change to the inspection
findings presented during the inspection exit meeting.
The inspection included implementation of your emergency plan and procedures during your
biennial emergency preparedness exercise. Overall, performance during the biennial exercise
was generally good; however, two exercise weaknesses were identified. The exercise
weaknesses involved: (1) the failure to complete initial accountability within 30 minutes of the
site area emergency declaration, and (2) the failure to implement proper radiological protection
practices.
Exercise weaknesses, according to 10 CFR Part 50, Appendix E.IV.F.2.g are inspection
findings that need to be corrected by the licensee. Therefore, you are requested to provide this
office with a description of your corrective measures and your schedule for completing these
actions within 30 days after receipt of this letter.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
Should you have any questions concerning this inspection, we will be pleased to discuss them
with you.
