CONFIRMATION OF ENFORCEMENT CONFERENCE AND

NRC INSPECTION REPORT NOS. 50-338/87-30 AND 50-339/87-30

This confirms the conversation between N. E. H&rdwick of your staff, and

R. P. Croteau of my staff, on September 1,1987, concerning an enforcement

conference to be conducted at the NRC Region II Office on September 24, 1987,

at 1:00 p.m.

We requested this meeting to discuss the August 19, 1987,

apparent overexposure to the skin of an individual.

Enclosure 2 is a proposed

meeting agenda identifying specific issues of concern.

This also refers to the Nuclear Regulatory Commission (NRC) inspection

conducted by B. K. Revsin on August 25-27, 1987.

The inspection included a

review of activities authorized for your North Anna facility.

At the

conclusion of the inspection, the findings were discussed with those nereers of

your staff identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

The violations described in the enclosed Inspection Report

are under consideration for escalated enforcement action.

Accordingly, no

Notice of Violation is being issued at this time, and no response is required.

H6 wever, please be advised that the characterization of the violations

described in the enclosed Inspection Report may change as a result of further

NRC review.

You will be advised by separate correspondence of the results of

our deliberations on this matter.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
