RESPONSE TO ADDITIONAL INFORMATION RELATED TO NRC
INSPECTION REPORT 50-361/97-22; 50-362/97-22 AND DENIAL OF NOTICE
OF VIOLATION
Dear Mr. Ray:
This is in reference to your letter dated July 14,1998, in which the Southern California
Edison Co. (SCE) provided additional information in response to our May 11,1998,
letter requesting additional information relative to SCE's denial of a violation of 10 CFR 50.65,
" Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants."
Violation 50-361;-362/9722-01 pertained to SCE's failure to include in the scope of Maintenance
. Rule program, the San Onofre Nuclear Generating Station, Units 2 and 3, nonradioactive
sumps system. Manipulation of the sump lineup was required in the emergency operating
instructions that addressed a steam generator tube rupture (SGTR) event.
As a result of our review of your response to our request for additionalinformation, we have
determined that SCE provided additional relevant information beyond what was obtained during
the onsite inspection. Our review of the additional information led us to conclude that the
significance of the nonradioactive sump system contribution to release mitigation was not
sufficient to require being added to the scope of your Maintenance Rule program. Specifically,
this information includes: (1) the SGTR emergency operating instruction (EOl) includes actions
to mitigate offsite exposure by reducing an atmospheric release; however, sump operations is
not one of the offsite dose mitigation steps; (2) the EOl mitigates offsite exposure by directing
the steam from the affected steam generator to the condenser; (3) the amount of leakage to the
sumps from the condenser or its discharge piping following a SGTR event would likely
represent only a small fraction of the total sump volume and, therefore, be contained entirely
within the sump; and (4) even if there were significantly more leakage from the condenser or its
discharge piping (i.e., beyond the design basis evaluation) such that this leakage was not

contained within the sump, the resulting airborne release would be significantly less than the
airborne release from a main steam safety valve, as analyzed in the Updated Final Safety
Analysis Report for the SGTR event.
