In accordance with 10 CFR Part 76, the United States Enriclunent Corporation (USEC) hereby submits twenty (20) copies of Revision 27 (August 31,1998) to USEC-01, Application for United States Nuclear Regulatory Commission Certification, Paducah Gaseous Diffusion Plant.

Revision 27 incorporates changes to the Transportation Security Plan, Physical Security Plan, and Classified Matter Security Plan that were approved and implemented since July 15,1998. The g ff changes have been reviewed in accordance with 10 CFR 76 and have been determined not to require prior NRC approval. Revision bars are provided in the right-hand margin to identify the changes.
Revision 27 was implemented effective August 31,1998.
In accordance with 10 CFR 76.33(e), proprietary versions of the Revision 27 changes to the Transportation Security Plan and Classified Matter Security Plan are being submitted with this letter.
USEC specifically requests that the Revision 27 changes to the Transportation Security Plan and Classified matter Security Plan be withheld from public disclosure. The enclosed USEC affidavit provides jhe infonpation required by 10 CFR 2.790(b)(4).

TOELLE SUPPORTING APPLICATION TO WITIIHOLD FROM PUBLIC DISCLOSURE CERTAIN PORTIONS OF REVISION 27 TO USEC-01 APPLICATION FOR UNITED STATES NUCLEAR REGULATORY COMM(SSION CERTIFICATION PADUCAII GASEOUS DIFFUSION PLANT I, Steven A. Toelle, Manager, Nuclear Regulatory Assurance and Policy, United States Enrichment Corporation (USEC), having been duly sworn, do hereby affirm and state:
- 1. I am authorized by USEC to (a) review the infonnation owned by USEC which is referenced herein relating to the Paducah Gaseous Diffusion Plant and which USEC seeks to have withheld from public disclosure pursuant to section 147 of the Atomic Energy Act (AEA), as amended,42 U.S.C.
2167, and 10 CFR 2.790(a)(3),2.790(a)(4),2.790(d)(1) and 9.17(a)(4), and (b) apply for the withholding of such information from public disclosure by the Nuclear Regulatory Commission (NRC) on behalf of USEC.
Physical Security Plan for the Transportation of Special Nuclear Material of Low Strategic Significance
- 2. Pursuant to 10 CFR 76.35(I), USEC has prepared a "Padacah Gaseous Diffusion Plant Physical Security Plan for the Transportation of Special Nuclear Material of Low Strategic Significance" (Transportation Security Plan) which describes the measures used by USEC at the Paducah plant to physically protect and control and account for special nuclear material that USEC uses, possesses, or has access tc. USEC is submitting changes to this plan to the NRC as part of Revision 27, August 31,1998, to its application for a certificate of compliance for the Paducah plant under 10 CFR Part 76.
GDP 98-0181 Page 2 of 3 3.10 CFR 2.790(d)(1) states that correspondence and reports to or from the NRC which contain information concerning an applicant's physical protection or material control and accounting program for special nuclear material not otherwise designated as Safeguards Information or classified as National Security Information or Restricted Data are deemed to be confidential commercial or financial information exempt from public disclosure.
The Transportation Security Plan contains such information. Accordingly, USEC requests that the Revision 27 changes to the "Paducah Gaseous Diffusion Plant Physical Security Plan for the Transportation of Special Nuclear Material of Low Strategic Significance" be withheld from public disclosure pursuant to section 147 of the AEA,42 U.S.C. I 2167, and 10 CFR 2.790(d)(1) and 9.17(a)(4).
Security Plan for the Protection of Classified Matter
- 4. Pursuant to 10 CFR 76.35(k), USEC has prepared a "Paducah Gaseous Diffusion Plant Security Plan for the Protection of Classified Matter" (Classified Matter Plan) which describes the measures used by USEC at the Paducah plant to physically protect and control access to classified matter. USEC is submitting changes to this plan to the NRC as part of Revision 27, August 31, 1998, to its application for a certificate of compliance for the Paducah plant under 10 CFR Part 76.
5.10 CFR 2.790(d)(1) states that correspondence and mports to or from the NRC which contain information concerning an applicant's physical protection or material control and accounting program for special nuclear material not otherwise designated as Safeguards Information or classified as National Security Information or Restricted Data are deemed to be
