Mrs. Stanton has been a member of the Manhattan College adjunct faculty cince 1981, teaching in the Departments of Pariininginal and Health Sciences, and Mechanical Engineering.

She has experience in Agreement State licensing as a staff member of the NYS Committee on Licensing; has served as the Chief Reactor Supervisor for the MCZPR since 1993 and is a licensed Senior Reactor Operator; has taught Health Physics and Health and Safety for Remedial Site Workers in the graduate program in Waste Management and Facility Restoration; through independent consulting has provided technical support for licensing etforts by utility, government, industrial and institutional clients especially on radioactive waste management and transportation matters.

Dear Sir:

Manhattan College is authonzed to possess and use seven Pubs sources in accordance with the subject license (Docket No. 70-02951) which expires on February 28,2003.

The college has decided to terminate its nuclear program and is planning to decommission the facility and temunate all related licenses. The material is owned by the Department of Energy (DOE). DOE Chicago Operations Office has listed the sources as surplus and requested expressions of interest in their use. If an authorized recipient requests the sources DOE will arrange for their transfer in accordance with applicable DOT regulations. It is our understanding that such a transfer is unlikely and a request has been made for the Department's designated conactor, Los Alamos National Laboratory, to arrange transfer of the material from Manhattan College for Pu reclamation. m present the contractor does not expect to be able to receive this material for an extended period of time ( year 2000 based on existing schedules and funding levels).

1 Therefore, we request that the subject license be amended to a Possession Only status to be terminated as soon as the sources have been transferred. The sources have been placed into secure storage within the Controlled Access <

Area of the Manhattan College Zero Power Reactor. All sources were leak tested prior to being placed into storage and I were determmed to be intact. The existing physical security plan will remain in effect until the sources are removed from the facility.

Radiation protection will be the responsibility of the campus Radiation Safety Committee. The attachment identifies the Committee members and their positions at Manhattan College. The somces authorized under the License SNM-1892 will be transferred to DOE at the same time that the reactor startup source authorized under License R-94.

Catherine C. Stanton has been retained to oversee the reactor decommissioning program and will serve as the Radiation Safety Officer for that effort. She will perform the same efforts for the storage and shipment of these sources. lier  !
