Catawba' Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Technical Specification Amendment Reload Fuel Enrichment Upgrade

Dear Sir:

Please find attached proposed license amendments to Facility Operating License Nos.

NPF-35 and NPF 52 for Catawba Nuclear Station Units 1 and 2, respectively. The proposed amendments seek to allow use of higher enrichment (up to 4.0 w/o U-235) fuel for future core reloads on both units.

. contains the proposed Technical Specification 5.3.1 revisions.

l discusses the Justification and Scfety Analysis to support the proposed changes, and Attachment 2A includes a summary of the criticality analyses for the Catawba Fuel storage facilities. Attachment 3 provides an analysis performed in accordance with the standards contained in 10 CFR 50.92 which concludes that the proposed amendments do not involve a significant hazards consideration.

Pursuant to 10 CFR 170.3(y), 170.12(c) and 170.21, Duke Power Company (Duke) proposes that this application contains license amendments for Catawba Units 1 and 2 subject to fees based on the full cost of the review (to be calculated using the applicable professional staff rates shown in 10 CFR 170.21) and must be accompanied by an application fee of $150.00, with the NRC to bill Duke at six-month intervals for all ac:umulated costs for the application or when review is completed, whichever is earlier. Accordingly, please find enclosed a check in the amount of

$150.00.

l It is requested that the proposed amendments receive timely review and approval in view of currently planned reload designs and schedules. Approval of the proposal is desired for the receipt of Catawba Unit 2 Batch 5 fuel for the Catawba 2 Cycle 3 reload which will contain assemblies enriched to greater than the current limits.

Batch 5 assemblies are scheduled to start arriving on July 1, 1988. Future Unit I reloads are also anticipated to use fuel enriched to greater than the current limits.

The Catawba Nuclear Station Final Safety Analysis Report (FSAR) will be revised as appropriate to reflect the subject enrichment upgrade in the applicable FSAR update following approval.
