Surveillance activities (except those specifically required for safety when the reactor is shutdown) may be deferred during reactor shutdown, however, they must be completed

- prior to reactor startup unless reactor operation is necessary for performance of the activity. Surveillance activities scheduled to occur during an operating cycle which cannot

- be performed with the reactor operating may be deferred to the end of the cycle.
