' Attention: Document Control Desk Washington, D. C. 20555

Subject:

Catawba Nuclear Station-Docket Nos. 50-413 and 50-414 Technica1' Specification Changes for

. Containment Penetration Conductor

.0vercurrent Protective Devices Gentlement Attached are proposed license' amendments for the Catawba Nuclear Station, Facility Operating Licenses NPF-35 (Unit 1) and NPF-52 (Unit 2). The proposed changes-would transfer the table of Containment Penetration Conductor Overcurrent-

. Protective Devices from the Technical Specifications (Table 3.8-1) to a separate "t'

Ldocument, the System Description, a controlled document where the listing may be more eff.icitntly kept up to date. Removing such tabular data from the Technical Specifications has'been a part of the Technical Specification improvement Project sponsored by the AIF. Additionally, maintaining the tables as a separate, referenced document will reduce administrative workload at Duke and NRC. At present, a license amendment is required to change the tables. Maintaining'the

, tables as a separate document outside of the Technical Specifications would reduce workload at Duke and eliminate any review by NRC when a change to the table is needed. Reviews by Duke during the modification process in accordance

.with 10 CFR 50.59 will assure completeness and accuracy of the table.

The proposal-also includes a change to the fusa testing requirements of the specification to allow more efficient fuse checking and prevent the disposal of good fuses.

' Attachment I contains the proposed Technical Specification Changes; Attachment 2

.contains Justification and Safety Analysis in support of the proposed change; Attachment 3 provides an analysis conforming to the standards contained in 10 CFR

~50.92, as required by 10 CFR 50.91 which concludes that the proposed amendments do not involve a Significant Hazards Consideration; and Attachment 4 contains Revision.1 of,the previously mentioned System Descriptions.

Timely action by the NRC on this request is desired. This (tables in the Technical' Specifications) has been identified as a short term problem with j

. Technical Specifications and'one that can be rectified without rulemaking or -

substantial technical justification. .
