SUBJECT:
NECESSITY OF AN ENVIRONMENTAL APPRAISAL IN ISSUING HEU-LEU CONVERSION ORDERS The staff recently issued an order (attached to SECY-87-171) to Rensselaer Polytechnic Institute for conversion from high to low enriched uranium fuel. The order describes itself as an " enforcement order" under 10 CFR 2.204, and also states that an environmental assessment had been prepared in conjunction with the order.
I would appreciate an explanation.why an a
environmental assessment was prepared in view of the general rule in 10 CFR.

If no environm6ntal assessment is i
required, is there a reason why the staff should not discontinue preparing such assessments for other HEU-LEU conversion orders? I would appreciate an answer to these questions before the next order is issued.
