SEQUOYAH NUCLEAR PLANT (SQN) UNITS 1 AND 2 - 10 CFR 50.49 CLOSE0VT DOCUMENTATION FOR RESTART This is in response to the August 10, 1987 letter from Tennessee Valley Authority (TVA) on the above subject. The letter describes TVA's understanding oi discussions with the Office of Special Projects (OSP) concerning 10 CFR 50.49 equipment qualification documentation in the equipment qualification binder revisions prior to SQN rotart (Mode 2). TVA stated that even though auditable documentation to fully support 10 CFR 50.49 equipment qualification exists, restart might be delayed if this documentation had to be formally issued in the latest binder revisions.

The NRC has reviewed the information provided in the letter and is in agreement' with the TVA position presented. This agreement, however, is based on the following conditions being met prior to SQN restart.

a.

Any qualification documentation not formally issued in a qualification binder will be auditable, b.

Qualification documentation not formally issued in a binder at restart will be incorporated into a binder in a timely manner following restart.
