is the SALP 6 Board Report for Point Beach covering the period April 1, 1986
through September 30, 1987.
In accordance with NRC policy, I have reviewed the SALP Board Assessment-
,
and concur with their ratings.
It is my view that your conduct of nuclear
I
activities in connection with the Point Beach facility was acceptable, but
j
that further management attention is required to assure that actions to
improve performance continue to be effectively implemented. Specific areas
I would like to highlight for your attention are:
1.
The functional area of Fire Protection improved in performance.
Fire
l
Protection, which had received a Category 2 rating in the last SALP,
_l
was rated Category 1 in this assessment period.
Your performance
improved as a result of increased management involvement and
willingness and assertiveness to address NRC concerns, and excellent
.'
engineering evaluations of fire protection issues.-
2.
Performance in the areas of Operations' declined from a Category 1
rating during the previous SALP, to a Category 2 rating during this
SALP. The decline in performance in the Operations area was largely

due to weaknesses in procedures and their implementation that resulted in

an increase in and significance of violations.
Overall, we found your performance acceptable and directed toward the safe
operation of the facility.
While you will have sufficient opportunity to present your comments at the
meeting on January 8, 1988, we also request any written comments within
30 days after the meeting. Upon receipt, your comments will be evaluated

and our conclusions relative to them will be provided to you.
