during the period August 24-28, 1987, of activities authorized by. NRC-
Construction Permit CPPR-129 and Operating License NPF-71 for the South Texas'
Project, and to the discussion of our findings.with Mr. G. Vaughn.and otherf
members of your ' staff at the conclusion of athe inspection.-
Areas examined during the inspection sincluded security plan and implementing.
procedures, management effectiveness ~, security organization, security program
-audit, alarm stations, records and reports,' access' control'- personnel, and
personnel training and qualifications.
Within these areas,-the inspection
consisted of selective examination of procedures and representative records,
interviews with personnel, and observations by the-NRC inspector.
The
inspection findings are documented in theLenclosed inspection report.
During this inspection it was found that certain ofLyour activities appeared to
be in violation of NRC requirements. .As discussed in our telephone'
conversation of December 23, 1987, with your. staff,.we'have scheduled an
i
enforcement conference in our office at 3 p.m.' on December 30, 1987, to discuss
your understanding of these apparent violations, the reasons for.: occurrence,
and your corrective actions.
We will.also' discuss the enforcement policy with
'
you at that conference.

One unresolved item is identified in parapraph'7-of the enclosed inspection
report.
The material enclosed herewith contains Safeguards Inf'ormation as defined by
10 CFR Part 73.21 and its disclosure to ' unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
