Gentlemen:
NRC Region III recently received allegations pertaining. to personnel emr'cyed at the Zion Nuclear Generating Station.- The allegations are contained in a December 8,1987 Department of Labor letter to the Human Resources Director, Pinkerton's Inc., Aurora, Illinois. We understand that Pinkerton's Inc. has provided you with a copy of the Department of Labor letter.
The allegations encompass a variety of issues including " Fitness for Duty."

We request that you initiate an investigation to fully analyze the validity of l
the allegations and to assess their impact on security operations at'the plant.
)
Your investigation should address the issues identified in the enclosure as a j
minimum, but those issues should not be considered a limiting factor on the j
scope of your investigation.
The enclosure to this letter should be strictly controlled and distribution limited to personnel with a "need to know." The enclosure to this letter is considered as Exempt from Public Disclosure in accordance'with Title 10, Code
{
of Federai Regulations Part 2.790(a). A copy of this letter, excluding the enclosure, will be placed in the Public Document Room as required by l

We request you advise us immediately if your review of the allegations identify j
any impact on nuclear safety and to inform us of all actions taken. We also l
request that a written report of the results of your review and the disposition of this matter be provided to us within 30 days of receipt of this letter.
The response directed by this letter is not subject to the clearance procedure j
of the Office of Management and Budget as required by the Paperwork Reduction i
Act of 1980, PL-96-511.
