This refers to the ' ins aection ' conducted by Messrs.' D. ' R. Carienter, T. ' Reis,

and other members of t11s office.during the period June 27 t1 rough July 31,_
1987, of activities authorized by NRC Construction Permits CPPR-128 and
CPPR-129 for the South Texas' Project, Units 1 and 2 and~to'the' discussion of
our findings with Mr.' W.: H. ' Kinsey 'and other members of _ your staff at the.
conclusion of the inspection.
Areas exainined during the inspection included incomplete preoperational ~ tests;
IE Bulletins, security, preoperational' test procedure review,.preoperational
test witnessing, and site tours. Within these' areas. the'i'nspection' consisted.
.
of selective ' examination of procedures and representative records, interviews
with personnel, and observations by the NRC inspectors. The inspection' findings
are documented ~in the enclosed inspection report.
Within the scope of the inspection, no violationsfor' deviations were'-

identified.
We have also examined actions you have taken'with. regard to previously
identified inspection findings. The status of these_. items is identified in
paragraph 2 of the enclosed report.
