This refers to the inspection conducted by Messrs. J. E. Cummins,
B. L. Bartlett, and R. C. Haag of this office during the period October 31 to
l
November 18, 1987, of activities authorized by NRC Operating License No. NPF-42
I
for the Wolf Creek Generating Station, and to the discussion of our findings
with Mr. G. D. Boyer and other members of your staff at the conclusion of the
inspection.
l
Areas examined during the inspection included onsite event followup, review of
licensee event reports, physical security verification, radiological
protection, and operational safety verification. Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the NRC inspectors.
The inspection findings are documented in the enclosed inspection report.
During this inspection, several potential violations of NRC requirements were
identified. These violations, as well as the unresolved items identified in

NRC Inspection Report 50-482/87-27 appear to represent a breakdown in the
system of administrative and management control during the refueling outage.
The NRC considers this breakdown in your management control system to be
significant, and may result in potential escalated enforcement action.
As discussed in our telephone conversation with your staff on December 16,
1987, we have scheduled an enforcement conference in our office at 1:00 p.m.
on January 11, 1988, to discuss your understanding of these violations, the
reasons for their occurrence, and your corrective actions. We shall also
discuss the NRC enforcement policy, if appropriate.
