Subject: Combined Inspection Report Nos. 50-245/87-15, 50-336/87-17

and 50-423/87-14

A routine, unannounced inspection was conducted on July 6-10, 1987, to review

radiation protection activities associated with the Unit 1 outage and to review

the status of the station audit and hot particle programs. Areas reviewed in

conjunction with outage activities included internal and external exposure

l controls, posting and labeling, and ALARA.

Within the scope of the above review, two apparent violations were identified

and are discussed in enclosure Appendix A. You are required to respond to

these findings by following the instructions included in Appendix A.

Significant weakness were also identified with Unit 1 posting and control of

High Radiation Areas. The prevalence of these weaknesses, taken in

! conjunction with the above-noted findings, indicated a lack of attention to

i

detail, recognition of radiological concerns, and appropriate management

oversight of radiological activities by the Health Physics staff. Your

response to the findings in enclosure Appendix A should also discuss and detail

any proposed corrective actions to address these apparent weaknesses.
