Gentlemen:

This refers to the inspection conducted by Messrs. R. E. Farrell, P. W. Michaud,

E. A. Plettner, and M. E. Skow of this office during the period July 1-31, 1987,

of activities authorized by NRC Operating License DPR-34 for Fort St. Vrain

Nuclear Generating Station, and to the discussion of our findings with you and

other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included followup of licensee action on

i

previously identified inspection findings, operational safety verification, ESF

system walkdown, monthly surveillance observation, monthly maintenance observa-

'

tion, security, radiological protection and design control.

Within these areas,

the inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspectors. The

inspection findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities appeared to

be in violation of NRC requirements. As discussed in our telephone conversation

of August 18, 1987, with your staff, we have scheduled an enforcement conference

in our office at 1 p.m. on September 10, 1987, to discuss your understanding of

'

these violations, the reasons for occurrence, and your corrective actions. We

will also discuss the NRC Enforcement Policy, if appropriate. An agenda for

this meeting is enclosed.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraphs 2 and 3 of the enclosed report.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
