MEMORANDUM T0: Bill Beckner, Section Leader BWR and B&W Section Reactor Systems Branch, RES ,

FROM: Donald Solberg BWR and B&W Section Reactor Systems Branch, RES

SUBJECT:

SUMMARY

OF INEL TRIP RESULTS On November 24-25, 1986, I met with INEL staff to discuss all aspects of two programs I have funded there, i.e., FIN A6328 " Thermal-Hydraulic . Technical Integration Center" (TIC) and FIN A6843 " Continuing Experimental Capability" (CEC). I will divide the summary into three principal (2) B&W methods integration study (included in TIC FIN) parts, and (3) CEC.i.e., (1) TIC,

2. B&W Methods Integration Study a._

This is a task within TIC in FY 1987 with funding of $400K; it also ,

has about $300K of FY 1986 carryover from the SASA FIN A6354.

proposal to evaluate the operational response"of repre whether any observed significant differences are modeled in current PRAs and if not if they are risk significant. :To accommodate the I risk aspects of the study we considered existence of an applicable.

PRA as an important aspect of our plant ' selection, particularly for .

the B&W plant. However, since it was not- clear how this portion of the progrem will be executed, we have separated this' work into a phase 2, with phase 1 being the thermtl' hydraulic and function  !

analysis portion. nature of differences observed, if any, and this' decision can be ,

later, although INEL agreed to study candidate approaches in the interim. Both phase 1_ and phase 2 are scheduled for completion by q April 1987. )

c. In order for the contractor to meet the ambitious schedule for this program, it is necessary that timely decisions and actions occur.-

Two basic decisions were made at this meeting, namely: )

1) 1he plants chosen for anal sis were Oconee (B&W), Calvert Cliffs

of these Robinson'does'not.have a i (CE)andH.B. Robinson ouse PRA was considered adequate. A PRA, but a generic k'esti thermal hydraulic model. is available for each plant, although the Calvert Cliffs model must be converted from a LANL/ TRAC model. E0Ps are available at INEL for Oconee' and H. B.

Pobinson. The plants were largely chosen becau'se they have the best chance of completing the' analyses on schedule.

The transients recomended by INEL were agreed upon, i.e., loss j

2) of feedwater, small break LOCA and trip following stuck open steam valve. This is considered'a. balanced set in terms of __

potential difficulty for each vendor design. Further definitice of the transient events and the parametric variations on the ,

i basic transient will be performed by INEL ar.d approved by NPC I before analyses begin.

d. Plant visits are necessary for high quality results. INEL will make first contacts for visits at Calvert Cliffs and H. B. Robinson, and NRC will try to obtain a visit to Oconce through BWOG.
e. It was agreed that we would meet first with NRR staff, then with BWOG to discuss the program plan, if requested. NRC will maintain contact with BWOG concerning this, coordination with their " operator burden" task and support needed for this program,
f. Solberg will try to obtain an E0P for Calvert Cliffs.
