SUBJECT:

REVISIONS TO THE RIVER BEND STATION EMERGENCY OPERATING PROCEDURES Section 13.5.2.3 of Supplement No. 3 of the Safety Evaluation Report relateri to the operation of River Bend Station discusses the possibility of your changing the method of presenting emergency operating procedures (EOPs) currently described in the procedures generation package from narrative to flowchart.

That Supplement stated that the staff should review Gulf States Utilities' method for developing, verifying / validating, and implementing flow chart E0Ps before their implementation.

On June 15, 1987, the NRC staff met with representatives of Gulf States Utilities Company (GSU) to discuss your proposal to go to a flow chart format for your E0Ps.

A copy of the meeting summary is enclosed.

Based on the discussion during this meeting, the staff concludes that the requirement for staff review has been satisfied.

Subsequent discussions with your staff indicated that GSU will provide the NRC with the following items relative to the revised E0P's by December 15, 1987:

1.

Deviations from the BWOG emergency procedures guidelines; 2.

Validation and verification procedures; j

3.

Writer's guide; 4.

Approved flowchart formatted E0P's; 5.

Changes in the philosophy of the training program, if any.
