Gentlemen:

This refers to the routine safety inspection conducted by NRC inspectors

M. M. Holzmer, N. Williamsen and P. L. Eng of this office from July 2-30,

1987, of activities at the Zion Nuclear Generating Station, authorized by

Licenses No. DPR-39 and No. DPR-48, and to the discussion of our findings

with Mr. G. Plimi at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required.

,

, We are concerned about the faiiure of your administrative controls and reviews

which resulted in the inaccurate information in a licensee event report (LER),

as noted in the enclosed Notice of Violation. We note that this is not the

first occasion where inaccurate information was provided ir an LER.

LER

50-304/86-023-00, submitted December 30, 1986, stated that a procedure

revision had been accomplished when it had not. This occurrence was previously

reviewed with the Zion Plant Manager by the Senior Resident Inspector.

Additionally, we are concerned about your lack of an effective tracking system

to assure that action commitments are accomplished as planned.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.

Station staff and Quality Assurance staff involvement in assuring the accuracy

of information provided to the NRC and tracking the completion of corrective

actions for identified deficiencies.
