. DOCKET NOS. 50-325 & 50-324/ LICENSE NOS. DPR-71 & DPR-62 EMERGENCY PREPAREDNESS EXERCISE Gentlemen:
Carolina Power & Light Company (CP&L) hereby submits the scope and objectives of the forthcoming Brunswick Steam Electric Plant (BSEP), Annual Emergency Preparedness Exercise. The exercise is currently scheduled to commence on November 17,1987. A complete exercise scenario with controller information and simulation data will be
. submitted no later than 45 days prior to the start of the exercise.
The exercise will consist of a simulated accident at 8SEP, which could escalate to a General Emergency.. Carolina Power & Light Company emergency response actions will a
include: classification, notification of off-site organizations, notification of plant ii personnel, actions to correct the emergency conflitions, initiation of accident u
assessment, and protective actions as necessary to ccpa with the accident. The exercise f.
will simulate an emergency that results in off-site radiological release.

Demonstrate the ability of on-site personnel to effectively utilize the emergency action level scheme.
2.
Demonstrate the ability of on-site personnel to classify the emergency based on existing plant conditions.
3.
Demonstrate the adequacy of the control room staff in the ability to perform control and accident mitigation activities along with accident assessment.
4.
Demonstrate the adequacy of procedures for alerting, notifying, and mobilizing emergency response personnel (some individuals will be pre-staged within the local area).
5.
Demonstrate that communications capabilities exist to accomplish notification of off-site agencies.
6.
Demonstrate the ability to notify off-site authorities within 15 minutes of the emergency classification.

Demonstrate the adequacy of the information provided in the initial notification, as well as follow-up notifications to the State and Counties (state and local

Demonstrate the ability of on-site personnel to formulate protective action recommendations based on pre-established criteria.

Demonstrate ability of personnel to activate the TSC, OSC, EOF, and Plant Media Center as described in the emergency plan and procedures.
