d' As a resuit of the inspection conducted on August 11-13, 1987, and in accordance vitM10Cf3 fart 2,AppendixC-GeneralStatementof..PolicyandProcedurefor NRC Enforcement Actions (1987), the following violation was identified:
10 CFR 50.5M (r) requires that a licensee authorized ;to possess and/or operate s'.,"
a research reactor shall follow and maintain in effect emergency plans.
i Sectiom 8.4 of the. licensee's Emergency Plan requires that the operational
. readiness of emergency equipment and supplies required by the procedures y
that implement the Emergency Plan shall be maintained, calibrated, tested-p and periodically inventoried as detailed in the Equipment Maintenance Procedure.
Thp;Eqtiipme:nt Maintenance. Procedure shail cover detailed requirements such 1
as the pequired inventory 1of emergency supplies to be maintained at designated readily accessible locations.
3 Emergncy Equipment Maintenance Procedure, SEP-8, requires that self-contained breat'ning apparatus sets are inspected by the Columbia Fire Department annually, and, that the number of self-contained breathing apparatus in the copy room is three.
r Contrary to the above, one self-contained breathing apparatus stcred in the emergency equipment cabinet located in the Research Park Development Building (RPDB),was last calibrated on January 24, 1986.
Additionally, there were only two self-r.ontained breathing apparatus stored 4-in the emergency equipment cabinet located in the copy room of the facility.
TIh'is is a Severity Level V violation (Supplement VIII).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office-within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action
.taken and the results achieved; (2) corrective action to be taken to avoid
.ffurther violations; and (3) the date when full compliance will be achieved.
